
Phool Singh Sheokand, 55, has been fighting for the rights of farmers for long in Haryana. A graduate in Agriculture, he was employed in the State Government as Agriculture Development Officer, but resigned in 1996 to become a whole-timer with the CPI(M). At present, he is Haryana State Committee member of the party. Sheokand hails from a family of peasants and has participated in various struggles. In 1987, he went on hunger strike for 46 days during employee’s movement, which is a record in the State, as the Government was forced to concede many demands of the employees. Sheokand is vice-president of All Indian Kisan Sabha’s Haryana unit and ex-president of Sarv Karmchari Sangh. As a student, he was an SFI member and an active participant in many struggles.
Hisar is a constituency that has witnessed worst kind of caste violence against dalits in Mirchpur. Bhagana and Dabra are other villages. He has vowed to take up issues of growing violence against women and dalits, MSP of crops and BPL ration card for the poor. CPI(M) has contested this seat twice in 1996 and 1999 with Phool Singh Sheokand as its candidate.
