The Lok Sabha was adjourned <em>sine die</em> and this was the last session of the 15<sup>th</sup> Lok Sabha.</div><div>&nbsp;</div><div>It is also reported that the Cabinet is proposing to bring some amendments in the Andhra Pradesh Reorganisation Act to which you have given consent. If this is true, it is a shocking step which is unconstitutional and makes a mockery of parliament. It will also be establishing a dangerous precedent as the creation of a new state is a serious issue and cannot be a plaything for narrow political interests.</div><div>&nbsp;</div><div>As for the Bills which are designed to combat corruption, after doing nothing for five years, the Government is now seeking the ordinance route. Moreover, the government could have easily extended the session of parliament by a few days to get them discussed and adopted.</div><div>&nbsp;</div><div>To promulgate ordinances to suit the ruling party’s interests after parliament has been adjourned, on the eve of the election announcement, will amount to a blatantly anti-democratic and partisan exercise.</div><div>&nbsp;</div><div>I would like to register the strong opposition of our Party to such a move.</div><div>&nbsp;</div><div>As the President, with the experience and wisdom of having dealt with constitutional and democratic procedures over long years in public life, I am sure you will not countenance any short-sighted and partisan measure which bypasses Constitutional and democratic in New Delhi on May 11 &amp; 12, 2013. It took stock of the international and national situation and has issued the following statement:</p><p>&nbsp;</p><p><strong>Resignation of Two Ministers</strong></p><p>&nbsp;</p><p>The Central Committee noted that the Railway Minister Pawan Kumar Bansal and the Law Minister Ashwani Kumar, were finally forced to resign after the Prime Minister and the Congress party resisted this demand while the parliament session was on. This has exposed the hypocrisy of the Congress which has blamed the opposition for the disruption of the parliamentary proceedings since the wrong-doing of the ministers became known.</p><p>&nbsp;</p><p><strong>Prime Minister’s Role</strong></p><p>&nbsp;</p><p>The episode of the two ministers highlights how corruption has become endemic in this government and how efforts are made to cover it up. The Prime Minister and the Prime Minister’s Office cannot escape responsibility for these affairs, since during the coal block allocations, the Prime Minister was directly looking after the coal ministry. A Joint Secretary of the PMO was involved in the discussions to change the status report of the CBI to the Supreme Court. The Prime Minister’s image has been tarnished as he is presiding over such a corrupt regime. The Prime Minister has to come out and explain his role and that of his office in both the coal block allocation case and in the 2G spectrum matter.</p><p>&nbsp;</p><br clear="all"><p><strong>Harmful Economic Policies</strong></p><p>&nbsp;</p><p>The Central Committee noted that there is a general squeeze on expenditure in the Union Budget and cuts in subsidies on petroleum products &amp; fertilizers and negligible increase in the food subsidy. This will add to the burdens on the people in the form of rising prices and cut in entitlements.</p><p>&nbsp;</p><p>The Central Committee strongly criticized the partial decontrol of sugar which will lead to an increase in sugar prices both in the PDS and open market and affect the interests of sugarcane growers.</p><p>&nbsp;</p><p>The Central Committee strongly opposed the move to increase the prices of natural gas based on the recommendations of the Rengarajan Committee.</p><p>&nbsp;</p><p><strong>Food Security &amp;</strong></p><p><strong>Land Acquisition Bills</strong></p><p>&nbsp;</p><p>The Central Committee discussed the proposed Food Security Bill and the Land Acquisition, Rehabilitation and Resettlement Bill which the government wants adopted in Parliament.&nbsp; The CPI(M) reiterates that the Food Security law should provide for universal public distribution system. It should provide for 35 kg of foodgrains for each family (of five persons) at not more than Rs. 2 per kg.</p><p>&nbsp;</p><p>The Land Acquisition Bill has a number of flawed clauses.&nbsp; The major flaw is that it exempts 13 laws from the purview of the Bill.&nbsp; These include the Indian Railways Act, National Highways Act, Land Acquisition (Mines) Act etc under which the bulk of the land acquisition takes place.&nbsp; The Left parties want a number of amendments to be made to the existing Bill.&nbsp; The UPA government should not consider promulgating ordinances on the two Bills since they are major legislations and require thorough debate and scrutiny in Parliament.&nbsp;</p><p>&nbsp;</p><p><strong>Stop India-EU FTA</strong></p><p>&nbsp;</p><p>The Central Committee demanded that the government not proceed with the Indo-EU Free Trade Agreement which is being negotiated.&nbsp; The agreement will have negative impact on virtually every area of economic activity, including agriculture, industry and services.&nbsp; For instance, the impact of subsidized dairy imports from the EU can jeopardize the livelihood of millions of&nbsp; farmers and milk cooperatives.</p><p>&nbsp;</p><p>The Central Committee demanded that the government not conclude the negotiations.&nbsp; It should wait for the report of the Parliamentary Standing Committee, hold public consultations with all affected groups and conduct a parliamentary debate on the issue.&nbsp;</p><p>&nbsp;</p><p><strong>Strict Regulation Required</strong></p><p>&nbsp;</p><p>The Central Committee noted with dismay that lakhs of people have lost their savings and livelihood in the collapse of the Saradha group of companies. The Trinamul Congress has been closely working with this group of companies and using its media for its political purposes.</p><p>&nbsp;</p><p>The Saradha episode also highlights the wrong policies of the Central Government. It has cut the interest rates for small savings deposits and also eliminated or reduced the commissions for agents of various savings and insurance schemes. This is helping chit fund companies to lure the people. The Central Committee called for a new law to govern the non-banking financial companies and chit funds and an effective regulatory mechanism, which does not exist at present.</p><p>&nbsp;</p><p><strong>Modi &amp; BJP</strong></p><p>&nbsp;</p><p>The Central Committee noted that fresh evidence has surfaced about the role of Narendra Modi as Chief Minister during the Gujarat pogroms in 2002. The SIT material made available shows how the police were prevented from taking action against mobs who were out to commit the communal carnage. The Central Committee demanded that on the basis of this evidence, fresh charges be formulated against Narendra Modi and he should not continue in the post of Chief Minister.</p><p>&nbsp;</p><p>The so-called Gujarat model which the BJP government under Modi has followed has led to growing deprivation and a fall in human development index. 48 per cent of the children of Gujarat are malnourished; its literacy rate has slumped from fifth to seventh position for children between 6 to 14 years.&nbsp; The state has slipped from 10<sup>th</sup> to 11<sup>th</sup> position between 2000 and 2008 according to the latest Human Development Report.</p><p>&nbsp;</p><p>The Central Committee noted that the BJP has been routed in the Karnataka assembly election. This is a consequence of the rank corruption, the nexus with the mining mafia and misrule of the BJP state government.</p><p>&nbsp;</p><br clear="all"><p><strong>Tripura Election</strong></p><p>&nbsp;</p><p>The Central Committee warmly congratulated the CPI(M) and the Tripura Left Front for its superb success in the assembly elections and the formation of the 7<sup>th</sup> Left Front government in the state.</p><p>&nbsp;</p><p><strong>Panchayat Elections in West Bengal</strong></p><p>&nbsp;</p><p>The Mamata Banerjee government has been trying to sabotage the holding of panchayat elections by refusing to heed the recommendations of the State Election Commission. The High Court verdict has unambiguously endorsed the stand of the State Election Commission for a three phase poll and the deployment of central paramilitary forces. Yet, the TMC is seeking to further delay the holding of the elections by going in appeal against this verdict. The Central Committee demanded that the panchayat elections be held within the scheduled time on the basis of the norms set out by the State Election Commission.</p><p>&nbsp;</p><p>The Central Committee condemned the widespread attacks and violence against the CPI(M) and the Left Front in West Bengal which was unleashed on the pretext of an untoward incident, during the protest on the custodial death of Sudipta Gupta, in Delhi. The Central Committee demanded an end to such attacks and the State Government should discharge its responsibilities to maintain peace and law and order.</p><p>&nbsp;</p><p><strong>Abolition of Death Penalty</strong></p><p>&nbsp;</p><p>The Central Committee discussed a note presented by the Polit Bureau on the abolition of the death penalty. The Central Committee decided that the Party will advocate the abolition of the death penalty. In India, the death penalty, as it is in practice is arbitrarily implemented. It is inhuman and after execution irreversible. Instead of capital punishment, the Party wants in the “rarest of rare” cases and most heinous crimes, life imprisonment to be extended for the entire life of the person convicted with no scope for remission.</p><p>&nbsp;</p><p><strong>Sajjan Kumar Case</strong></p><p>&nbsp;</p><p>The Central Committee noted that there has been a miscarriage of justice in the acquittal of Congress leader Sajjan Kumar in a murder case during the anti-Sikh violence in Delhi in 1984.&nbsp; Of the six accused in the&nbsp; case, five have been convicted by the court and Sajjan Kumar has been acquitted.&nbsp;</p><p>&nbsp;</p><p>The Central Committee demanded that there should be an appeal made against the acquittal. Further, a Special Investigation Team should be constituted to investigate and prosecute Sajjan Kumar in another anti-Sikh riot case.&nbsp;</p><p>&nbsp;</p><p><strong>Kerala</strong></p><p>&nbsp;</p><p>The Central Committee noted that rifts have developed within the UDF in Kerala and the government is failing to tackle the urgent problems facing the people and the state. It is important at this juncture that the Party provide a united leadership so that the Party and the LDF can make significant advances.</p><p>&nbsp;</p><p>A Commission of the Polit Bureau has been constituted to look into certain organisational matters which have been referred to the Central Committee. The six-member Commission consists of Prakash Karat, S Ramachandran Pillai, Sitaram Yechury, Nirupam Sen, B V Raghavulu and A K Padmanabhan.</p><p>&nbsp;</p><p>The Central Committee approved the disciplinary action taken by the state committee against four Party members in Kerala.</p><p>&nbsp;</p><p><strong>On Neighbouring Countries</strong></p><p>&nbsp;</p><p>The Central Committee extended its support and solidarity for the secular and democratic forces in Bangladesh who are conducting a big struggle against the rightwing fundamentalist forces in the country. The Central Committee expressed its deep shock at the tragedy due to the collapse of a building housing garment factories in which a thousand workers have died. The Bangladesh government should immediately take steps to close sweat shops, for ensuring the safety of working conditions, provision of adequate wages and social security for the lakhs of garment workers in the country.</p><p>&nbsp;</p><p>The Central Committee welcomed the resolution of the issue on the Line of Actual Control in Ladakh, between India and China. Both countries are committed to maintain peace and tranquility on the India-China border and have set up a mechanism which is working to resolve whatever issues and disputes that arise. The forthcoming visit of the Chinese Premier should help improve relations.</p><p>&nbsp;</p><p>The Central Committee strongly disapproved the obdurate stand taken by the President of Sri Lanka who is going back on the commitment to arrive at a political settlement on the Tamil issue wherein devolution of powers to the Tamil areas were assured.</p><p>&nbsp;</p><p>The Central Committee welcomed the holding of parliament elections in Pakistan which is going to result in the formation of a new government. These elections were held in the face of extremist and terrorist attacks. Chacko states in Section 10.45 the following:<br /> In view of the above, the Committee are inclined to conclude that the Prime Minister was misled about the procedure decided to be followed by the Department of Telecommunications in respect of issuance of UAS licences. Further, the assurance given by the Minister of Communications and Information Technology in all his correspondence with the Prime Minister to maintain full transparency in following established rules and procedures of the Department stood belied.</p> <p>Shri A.Raja in his letter to Shri Chacko has stated that he had kept the Hon'ble PM informed at each step of the process and through personal meetings as well as during cabinet meetings. The Draft Report also shows that indeed he wrote 3 letters to the PM prior to the 10th January, 2008 when the LoI's for the 120 licenses were issued. The Draft Report also states that the PM asked the PMO to prepare a Note on Shri Raja's letter dated 26th November, 2008 wherein he details the various steps he was proposing to take.</p> <p>Taking the above into account, it is not possible for JPC to come to any conclusion about the veracity of Shri Raja's claim or the statement in the Draft Report that the PM was misled without the PM answering the following:</p> <p> 1. Is it true that Shri Raja had met him personally in the first week of January, 2008 as stated in his letter to brief the Hon'ble PM about the procedure he was going to follow? In his submission, Shri Raja states, “Thereafter I met the Hon’ble PM in the first week of January 2008 and this issue was again discussed and he agreed with the proposed course of action of the DoT.”<br /> 2. If this meeting did take place, did the Hon'ble PM agree with Shri Raja on the proposed course of action as Shri Raja claims?<br /> 3. On what specific count can we hold that Shri Raja misled the Hon'ble PM?<br /> a) Is it about not auctioning/indexing license fees of 2001 for 2008?<br /> b) Is it about the change in First-come-first-served policy regarding grant of license by which the date of fulfilling LoI first was to be used for grant of licenses and not the date of application<br /> c) Is it about securing the consent of the Solicitor General to the procedure that was to be followed as stated by Shri Raja in his 26th November, 2008 letter?<br /> 4. On what count did Shri Raja not maintain transparency regarding procedures which Shri Raja was following in his communications with the Hon'ble PM as stated in the Draft Report<br /> 5. Even if the above is true – that Shri Raja misled the PM and did not maintain transparency as claimed by the Draft Report, the following issues still remain, which the Hon'ble PM needs to answer:<br /> a) Even after LoI's were issued on 10th January, 2008, since the licenses had not been issued, the Government could have cancelled the LoI's and followed a proper procedure. Why did the Hon'ble PM not take action as he had himself asked that the Note prepared by Pulok Chatterjee, Secretary PM, dated 6th January, 2008 be modified to take into account the status after issuing of the LoI's?<br /> b) The Hon'ble PM in October 29, 2011 had stated – in his meeting with TV editors – that the Finance Ministry and the DoT had agreed on keeping 2001 prices for entry and spectrum fees for 2008. Was this agreement between Finance Ministry and DOT reached before 10th January, 2008 or afterwards?<br /> c) On what basis did the Hon'ble PM drop the suggestion for auctioning of the licenses he himself had made to Shri Raja in his letter dated 2nd November, 2008?<br /> Keeping in mind the high office he occupies, the Hon'ble PM can give answers to the JPC orally or in writing. Without answers from the Hon'ble PM on the above, it is difficult to understand how the JPC can come to any conclusion regarding the Hon'ble PM being misled by Shri Raja.<br /> The Need for Answers from the Hon'ble Finance Minister on Certain Questions before the JPC<br /> The Draft Report prepared by Shri P.C. Chacko has made a number of observations regarding the Finance Ministry, and therefore of the Finance Minister's handling of the 2G license issues. It is not possible for JPC to come to any conclusion about the role of the Hon'ble Finance Minister without answers to the following questions.<br /> Specifically, the Draft Report mentions in Section 10.43 the following:<br /> The Ministry of Finance have informed the Committee that no communication was sent by the Department of Economic Affairs in response to the letter dated 29 November, 2007 from the Department of Telecommunications. From the sequence of events, the Committee gather the impression that the Ministry of Finance was in agreement with the position explained by the Department of Telecommunications in respect of cross-over fee charged for allowing usage of Dual Spectrum Technology by the existing licensees.<br /> Does the Finance Minister agree with the Draft Report that by not responding to the position as explained by DoT regarding license fees, the Ministry of Finance had in effect given its consent? Why did the Finance Ministry not press the issue of entry and spectrum fee being pegged to 2001 prices in 2008, especially as the DoT had referred to the Cabinet note where it was mandatory to have such an agreement between the Finance Ministry and the DoT as per Section 2.1.2 (3)?<br /> As a formal consent is required from the Finance Ministry to fixing of license fees, did the Finance Ministry give such a consent?<br /> Shri A. Raja is his letter to Shri Chacko has also stated that his actions regarding license fees was with the concurrence of the Finance Ministry and the Finance Minister, whom he had met during the first week of January, 2008. Is it true that such a meeting took place and if so, is it correct that the Hon'ble FM had given his consent to license fee being kept at the 2001 level for the 2008 issuing of licenses?<br /> Why did the Hon'ble FM agree – as can be seen from his note to the PM on 15th January, 2008 – to treat the matter of entry and spectrum fees for LoI's issued on 10th January, 2008 as a closed matter?<br /> Why did the Hon'ble agree on 30th January, 2008 in his meeting with Shri A. Raja to treat the entry and spectrum fees for LoI's issued on 10th January, 2008 as a closed matter?<br /> As one of the most eminent lawyers of the country, the Hon'ble FM was undoubtedly aware that LoI's could be cancelled before the formal grant of licenses and therefore his consent was essential for the entry and spectrum fees being kept at 2001 levels in 2008?<br /> Why did the Hon'ble FM not push for the Government of India (Transaction of Business) Rule-4, which makes such concurrence mandatory regardless of the Cabinet note?<br /> Why did the Hon'ble FM not push for the Government of India (Transaction of Business) Rule-7, which specifies in the second schedule that in cases which involves financial implications on which the Finance Minister desires a decision of the Cabinet and if a difference of opinion arises between two or more ministries and a Cabinet decision is desired, the matter shall be brought before the Cabinet?<br /> Keeping in mind the high office he occupies, the Hon'ble FM can give answers to the JPC orally or in writing. Raja, in the 2G spectrum allocations.</p> <p>It is surprising that the CBI has not investigated this aspect of the 2G spectrum case. The Prime Minister’s related efforts at distancing himself from the affair have also been exposed. The Prime Minister cannot absolve himself of his responsibility in the matter.</p> <p>The Polit Bureau demands that the role of the PMO is specifically enquired into by the CBI. It has issued the following statement:</div> <div> </div> <div><b>Onslaught on People’s Interests</b></div> <div><b> </b></div> <div>The UPA government has undertaken a series of measures which are meant to appease foreign finance capital and big business on the one hand and to squeeze the people and burden them with steps to increase price rise and cut subsidies on the other.</div> <div> </div> <div>The decision to allow FDI in multi-brand retail, the disinvestment in profitable public sector enterprises and the efforts to increase FDI in the insurance sector and privatize pension funds are all meant to profit foreign capital and big corporates.</div> <div> </div> <div>The sharp hike in diesel by Rs. 5 per litre has stoked inflation and in such a situation the limitation in subsidized gas cylinders is a serious attack on the budgets of ordinary families.</div> <div> </div> <div>The Manmohan Singh government has increased the price of subsidized gas cylinders by Rs. 11.40 and the price of urea by Rs. 50 per tonne in recent days. These callous measures will only further increase the burdens on the people. The UPA government is not  bothered with the food inflation rate which has crossed 10 per cent.</div> <div> </div> <div>The Central Committee noted the growing political isolation of the UPA government. The withdrawal of the TMC from the government, even the partners of the UPA government differing with the anti-people measures adopted – all go to show that the Manmohan Singh government has no mandate to push through such reforms. The September 20 all India protest and hartal showed the discontent and fighting mood of the people. The Central Committee resolved to intensify the movements and struggles in defence of people’s livelihood and to mobilize the people against high level corruption.</div> <div> </div> <div><b>Intensified Struggles </b></div> <div><b> </b></div> <div>The Central Committee endorsed the decision of the Left parties to conduct conventions against FDI in multi-brand retail in state capitals and major cities in the month of November. The CPI(M) will resolutely oppose the opening of foreign supermarkets and will build up a broadbased movement to stop Walmart and other foreign supermarket chains entering India.</div> <div> </div> <div>The Central Committee also decided to intensify the movement for food security and against price rise. From the second half of November and the whole month of December, Party units at all levels will take up the task of enlisting people who have no BPL cards and ensuring that they get the cards, conduct struggles for adequate supply of foodgrains through the PDS and campaign for an effective food security law. Along with this, the Party will conduct the struggle against the limitation in gas cylinders and the rise in fertilizer prices for farmers, increase in electricity rates etc.</div> <div> </div> <div><b>Massive Corruption</b></div> <div><b> </b></div> <div>The recent period has seen the UPA government and the Congress leadership being engulfed in corruption scandals one after the other. There is no sector in which corruption and loot of resources is not going on.</div> <div> </div> <div><b>Coal Block Scandal</b></div> <div><b> </b></div> <div>The Central Committee reiterated that a high level enquiry should be conducted on the allocation of captive coal blocks. The largescale misuse and corrupt practices which have been exposed by the CAG report has to be comprehensively enquired into. Since the Prime Minister was looking after this ministry, the role of the PMO should also be probed. Those found responsible for the irregularities and malpractices should be prosecuted; allocations made to the private companies should be cancelled and steps taken to recover the loss of revenue.</div> <div> </div> <div><b>Other Cases</b></div> <div><b> </b></div> <div>The CPI(M) demands that nothing should be done to undermine the nationalized coal industry. The captive coal mining route should not be used as a backdoor method of privatisation. Instead of competitive bidding for captive coal blocks, the alternate route should be that such allocations for private steel and power producers should be made through the nodal agency of Coal India Ltd and the mining should be undertaken by the CIL and its subsidiaries and coal supplied to the private power and steel producers through fuel supply agreements.</div> <div> </div> <div>The Central Committee demanded that action be taken on the basis of the CAG reports on the Sasan ultra mega power project and the Delhi International Airport Ltd. In both cases windfall profits have been made by illegal allotments and benefits.</div> <div> </div> <div>The Central Committee demanded that enquiry should be conducted by the relevant authorities into the business dealings of Robert Vadra. His companies and its links with the giant real estate company DLF and the nexus with the Haryana government should be probed and action taken if there is any wrongdoing.</div> <div> </div> <div><b>Situation in Assam</b></div> <div><b> </b></div> <div>The Central Committee expressed its deep concern at the ethnic clashes which took place in the Bodo Territorial Autonomous District areas. Even two and a half months after the clashes nearly two lakh people are living in relief camps, the bulk of them Muslims. All steps should be taken to see that people can return to their homes and lands and the state should ensure their safety and security. The Central Committee condemned the efforts of certain extremist forces to communalise the whole situation in Assam.</div> <div> </div> <div>The Central Committee reiterated that the right of people belonging to different states and regions to go for work and residence in other parts of the country must be protected.  Regional chauvinism and divisive forces who seek to disrupt the unity of the people should be firmly combated.</div> <div> </div> <div> </div> <div><b>Increase in Crimes against Women</b></div> <div> </div> <div>The Central Committee expressed its deep concern of the increase in the crimes against women which according to the NCRB figures for 2011 is as high as 2.28 lakh registered cases. Rape is the fastest growing crime in India and shockingly, sexual assaults on children under the age of 14 were as high as 10 per cent of the 24,000 cases registered in 2011. The dismal record of convictions shows that 75 per cent of the rape accused walk free, encouraging criminals to commit this heinous crime. The recent incidents in Haryana and West Bengal where those in power have sought to brush aside the increasing sexual assault cases as “a conspiracy against the Government” add insult to injury, demean rape victims and are condemnable.</div> <div> </div> <div>In protest against increasing cases of sexual assault and crimes against women the CPI(M) will observe a day of national protest on October 30. The Party will campaign to mobilize public opinion against the attacks on women and young girls. The Party will demand the passage of the Bill pending with the Government against Sexual Assault; Accountability procedures and punishment to police officials guilty of delaying filing of FIR, medical examination; ensuring time-bound framework for rape cases through Fast Track Courts.</div> <div> </div> <div><b>Prosecution of Minority Youth</b></div> <div><b> </b></div> <div>The Central Committee deplored the continuing harassment and targeting of Muslim youth who are being arrested in cases connected with terrorism charges. Many instances have occurred of arrest of innocent youth and their being in jail for long period and finally being acquitted by the courts. The State investigative and intelligence agencies have displayed a bias in targeting Muslim youth. Steps have to be taken to step such biased investigations and procedures. The Central Committee decided to campaign for the protection of the democratic rights and civil liberties of the minority community in all such cases.</div> <div> </div> <div><b>Assembly Elections</b></div> <div><b> </b></div> <div>The Central Committee discussed the Party’s participation in the Himachal Pradesh and Gujarat Assembly elections. It approved the decision on the seats to be contested in these two states.</div> <div><b> </b></div> <div><b>Support to Joint Trade Union Call</b></div> <div><b> </b></div> <p>The Central Committee supported the call of the Central trade unions for the movement against the anti-working class policies of the government and for the protection of the rights of workers. The Central trade unions have given a call for a two-day strike on February 20-21, 2013. Out of this, windfall gains of Rs. 4.79 lakh crore accrued to a number of private companies.</div> <div style="text-align:justify"> </div> <div style="text-align:justify">Coal, being a natural resource, cannot be gifted to private corporations at throwaway prices. The Supreme Court has reiterated this principle in the recent 2G judgement that the state as a custodian of the country’s natural resources cannot sell it off without transparent competitive bidding. While allocating coal blocks to public sector power utilities, which play a social role by providing electricity at reasonable rates, is understandable, such enormous largesse showered on profit-making private companies is nothing but a huge scam. It is disturbing that these coal blocks were allocated at a time when the Prime Minister was in charge of the coal ministry.</div> <div style="text-align:justify"> </div> <div style="text-align:justify">Coming after the 2G, CWG, KG gas and Air India scams, the coal scam is yet another misdeed of this scam-ridden UPA government.
